1. Calculate total city-wide energy use for each energy source, including both industrial and household use.
2. Convert energy use from each source to GHG emissions using emission factors for your location by energy source as provided by the Intergovernmental Panel on Climate Change (IPCC). For simplicity, sources responsible for less than 5% of total energy use can optionally be converted using the average of the emission factors for the other sources.
Report total GHG emissions per capita using the method indicated in the Global Protocol for Community-Scale Greenhouse Gas Emission Inventories.
